SPARK Task Force & CARES Act Dollars - Resources Available

The Strengthening People and Revitalizing Kansas (SPARK) Taskforce is charged with leading Kansas forward in recovery from the far-reaching effects of COVID-19. The SPARK Executive and Steering Committees, in conjunction with the Office of Recovery team, are responsible for the statewide distribution of CARES Act funding.

The SPARK Taskforce and Office of Recovery have provided numerous helpful resources, including a County FAQ, Tool Kit, Webinars, as well as other forms and Federal Guidance regarding the distribution of CARES Act dollars.  Please visit the SPARK County Resources and Guidance website to access these tools.  The website is located at: https://covid.ks.gov/spark-county-resources/.

CPI Rates for the 2021 Budgets

The Bureau of Labor Statistics has released the Consumer Price Index rate for All Urban Consumers for calendar year 2019.   

Based on the information in the attached table, the CPI rate used by counties and cities in their 2021 budgets will be 1.8%.  The CPI rate used by townships and special districts in their 2021 budgets will be 1.8%.  

The CPI rate for counties and cities is based on an average of the rates for the preceding five years (see K.S.A. 79-2925c)..  The CPI rate for townships and special districts is based on the rate for the preceding calendar year (see K.S.A. 79-2925b).

Audit and AUP Filing Fee Increase - Effective January 1, 2019

Under state law, the Municipal Services Team of the Office of the Chief Financial Officer is required to collect fees to cover the cost of services rendered.  Due to increasing costs, filing fees for agreed upon procedures (AUP) and audit reports which are required to be filed with the state under the provisions of K.S.A. 75-1124 are being increased by $25.00.  

For AUP and audit reports filed on or after January 1, 2019, the follow fee schedule is in effect:

Educational Municipalities (USDs, Community Colleges, and Municipal Universities)     $100
Rural Water Districts                                                                                                          $100
Other Municipalities                                                                                                           $175
