Office of Public Affairs

Welcome to the Office of Public Affairs. The office is charged with executing internal and external communications for the Department of Administration, including contact with media, assisting with Kansas Open Records Act requests and coordinating with other agency public information officers. The agency publishes a monthly newsletter, Connected, that is distributed to all Department of Administration employees.

The office also serves as the legislative liaison between the agency and the Kansas Legislature. The office works with legislators, the governor's office and other state agencies on policy matters and provides information to help guide decisions.

Baker University, State of Kansas partner for state employee tuition discount

Baldwin City — Baker University has partnered with the state of Kansas to offer tuition discounts to state employees and their dependents.Baker-State Logo

“As the first university and the No. 1-ranked private university in Kansas, Baker is proud and excited to partner with the state to offer our elite academic programming to state employees and their families,” Dr. Jake Bucher, dean of Baker’s School of Professional and Graduate Studies, said. “Baker and Kansas have been growing together for 150 years and we look forward to continuing serving this great state.”

Through the agreement, state employees will receive a 20 percent tuition discount at Baker’s School of Professional and Graduate Studies, a 10 percent discount for graduate programs at the School of Education, and a 10 percent discount for the Master of Science of Nursing program at the School of Nursing. Additionally, state employees and their dependents are eligible for a $2,000 annual tuition scholarship for undergraduate programs at the School of Education and College of Arts and Sciences at Baker’s residential campus in Baldwin City, Kan.

“We’re excited about this partnership and the opportunities that it provides for state employees and we look forward to working with an institution with such a rich history and strong reputation as Baker University,” Kraig Knowlton, director of the office of personnel services for the Kansas Department of Administration, said.

State employees can learn more about the programs Baker offers online at, by visiting the internal STAR link from the Department of Administration’s Office of Personnel Services or from the Office of Human Resources at individual state agencies. On Friday, July 1, from 11 a.m. – 1 p.m., representatives from Baker will be on the south steps of the Department of Administration building at 300 SW 10th St., Topeka, KS 66612. Additional information sessions are being planned.
