The Office of Management and Budget (OMB): https://www.whitehouse.gov/omb/grants_docs

The OMB is the largest office within the Executive Office of the President. The OMB ensures that agency reports, rules, testimony, and proposed legislation are consistent with the president’s budget and with administration policies. The OMB contains a link to the Uniform Grant Guidance as well as links to various crosswalks and text comparisons.

 The Council on Financial Assistance Reform (COFAR): COFAR | The Chief Financial Officers Council

The COFAR is comprised of an interagency group of Executive Branch officials to coordinate financial assistance. Council activities include providing recommendations to the Office of Management and Budget (OMB), sharing best practices and innovative ideas with executive departments and agencies, and engaging relevant stakeholders across government on key issues in order to foster more efficient and effective Federal management.

System for Award Management (SAM):  System for Award Management

The System for Award Management (SAM) is the Official U.S. Government system that combines federal procurement systems and the Catalog of Federal Domestic Assistance (CFDA) into one system. The website can be used to look up DUNS numbers for subrecipients and also includes the functionality from the following systems:

  • Central Contractor Registry (CCR)
  • Federal Agency Registration (Fedreg)
  • Online Representations and Certifications Application
  • Excluded Parties List System (EPLS)


U.S. Government Accountability Office (GAO)

 U.S. Government Accountability Office (U.S. GAO)

The GAO is an independent, nonpartisan agency that works for Congress.  The GAO investigates how the federal government spends taxpayer dollars. The website contains a key issues page which provides information about GAO’s work on a range of issues facing the nation. The key issues page lists issues by agency and by topic.

The Federal Demonstration Partnership (FDP) is an association of federal agencies, academic research institutions with administrative, faculty and technical representation, and research policy organizations that work to streamline the administration of federally sponsored research. The FDP offers a forum for individuals from universities and non-profits to work collaboratively with federal agency officials to improve the national research enterprise.

The State of Kansas currently contracts with CLA to audit financial statements for the Comprehensive Annual Financial Report (CAFR).
