Budget Workbooks (For Budget Year 2024)

This page contains the budget workbooks to be used by Kansas municipalities in completing their 2024 budgets. The budgets are organized by municipality type. Please read the description under the workbook link to determine if that is the right workbook for your municipality.

City Budget Workbooks

City (excel)

The City budget workbook contains a general fund, a general fund detail page, debt service fund, library fund, four additional tax levy funds, special highway fund, five additional no-tax levy funds, one single page no- tax levy fund and one non-budgeted fund page (which can report up to five non-budgeted funds).

City with Recreation Commission (excel)

The City with Recreation Commission budget workbook contains a general fund, a general fund detail page, debt service fund, library fund, recreation fund, four additional tax levy funds, special highway fund, five additional no-tax levy funds, one single page no- tax levy fund and one non-budgeted fund page (which can report up to five non-budgeted funds).

City1 (excel)

The City 1 budget workbook contains a general fund, a general fund detail page, debt service fund, library fund, 10 additional tax levy funds, special highway fund, seven additional no-tax levy funds, four single page no- tax levy funds and two non-budgeted fund pages (which can report up to 10 non-budgeted funds).

City2 (excel)

The City 2 budget workbook contains a general fund, a general fund detail page, debt service fund, library fund, 10 additional tax levy funds, special highway fund, 15 additional no-tax levy funds, four single page no- tax levy funds and four non-budgeted fund pages (which can report up to 20 non-budgeted funds).

City2 with Recreation Commission (excel)

The City 2 with Recreation Commission budget workbook contains a general fund, a general fund detail page, debt service fund, library fund, recreation fund, 10 additional tax levy funds, special highway fund, 15 additional no-tax levy funds, four single page no- tax levy funds and four non-budgeted fund pages (which can report up to 20 non-budgeted funds).

City3 (excel)

The City 3 budget workbook is designed for a city that is located in multiple counties (up to four supporting counties). The workbook contains a general fund, a general fund detail page, debt service fund, library fund, four additional tax levy funds, special highway fund, five additional no-tax levy funds, one single page no- tax levy fund and one non-budgeted fund page (which can report up to five non-budgeted funds).

City4 (excel)

The City 4 budget workbook is designed for a city that is located in multiple counties (up to four supporting counties). The workbook contains a general fund, a general fund detail page, debt service fund, library fund, 10 additional tax levy funds, special highway fund, 15 additional no-tax levy funds, four single page no-tax levy funds and four non-budgeted fund pages (which can report up to 20 non-budgeted funds).

City-TIF (excel)

The City – TIF budget workbook is designed for cities that wish to use the TIF Computation Estimate tools. This is not a required workbook for cities with TIF districts, only an optional workbook.  The workbook contains a general fund, a general fund detail page, debt service fund, library fund, 10 additional tax levy funds, special highway fund, TIF fund, 10 additional no-tax levy funds, four single page no-tax levy funds and four non-budgeted fund pages (which can report up to 20 non-budgeted funds).

County Budget Workbooks 

County (excel)

The County budget workbook has a general fund, a general fund detail page, debt service fund, road and bridge fund, 22 additional tax levy funds, 10 no-tax levy funds, and one non-budgeted fund page (which can report up to five non-budgeted funds).

County 1 (excel)

The County 1 budget workbook has a general fund, a general fund detail page, debt service fund, road and bridge fund, road and bridge fund detail page, 22 additional tax levy funds, 16 no-tax levy funds, and four non-budgeted fund pages (which can report up to 20 non-budgeted funds). *Note: Updated County1 workbook uploaded 9/1/22 to reflect corrected formula summing Budget Authority for Expenditures and Amount of 2022 Ad Valorem Tax columns.

County-Single Special District (excel)

The County-Single Special District budget workbook is designed for counties that include a special district with their budget submission. This workbook will be completed for each special district listed on the county budget certificate page and will be included with the county budget. The County-Single Special District budget workbook has a general fund, motor vehicle allocation, 1 additional tax levy fund and 2 no-tax levy funds.

County-Multiple Special Districts (excel)

The County-Multiple Special Districts workbook is designed for counties that report multiple special districts along with the county budget. The workbook will be completed for the special districts and the respective fund pages will be submitted along with the county budget. The workbook certificate pages and hearing notices will be attached to the county budget certificate page and summary page, respectively. The County-Multiple Special Districts budget workbook has 29 general fund and motor vehicle allocation pages, 2 additional no-tax levy funds and 2 additional non-budgeted fund pages (which can report up to 10 non-budgeted funds).

County - TIF (excel)

The County – TIF budget workbook is designed for counties that wish to use the TIF Computation Estimate tools. Recreation Commission Budget Workbooks

Recreation Commission (excel)

The Recreation Commission budget workbook is designed for all recreation commissions levying ad valorem tax under the provisions of KSA 12-1927. The workbook contains a general fund and two additional budgeted funds. 

Special District Budget Workbooks

Special District (excel)

The Special District budget workbook contains a general fund, debt service fund, two tax levy funds, two no-tax levy funds and one non-budgeted funds page (which can report up to five non-budgeted funds).

Special District 1 (excel)

The Special District 1 budget workbook is designed to be used by special districts that receive tax support from up to five counties.  The workbook contains a general fund, debt service fund, two tax levy funds, two non-tax levy funds and one non-budgeted funds page (which can report up to five non-budgeted funds).

Special District 2 (excel)

The Special District 2 budget workbook is designed to be used by special districts that receive tax support from up to 16 counties.  The workbook contains a general fund, debt service fund, two tax levy funds, two non-tax levy funds and one non-budgeted funds page (which can report up to five non-budgeted funds).

Special District – Library (excel)

The Special District – Library budget workbook is designed to be used by library systems that receive tax support from up to 16 counties. The workbook contains a general fund, debt service fund, employee benefits fund, two tax levy funds, two non-tax levy funds and one non-budgeted funds page (which can report up to five non-budgeted funds).

Special District - TIF (excel)

The Special District – TIF budget workbook is designed for districts that wish to use the TIF Computation Estimate tools. This is not a required workbook for special districts with TIF districts, only an optional workbook.  The workbook contains a general fund, debt service fund, two additional tax levy funds, two no-tax levy funds, and one non-budgeted fund page (which can report up to five non-budgeted funds).

Township Budget Workbooks

Township (excel)

The Township budget workbook contains a general fund, debt service fund, library fund, road and bridge fund, six additional tax levy funds, two no-tax levy funds and one non-budgeted fund page (which can report up to five non-budgeted funds).

Township1 (excel)

The Township1 budget workbook contains a general fund, debt service fund, library fund, road and bridge fund, eight additional tax levy funds, four no-tax levy funds and one non-budgeted fund page (which can report up to five non-budgeted funds).

Township2 (excel)

The Township2 budget workbook is designed for those townships with up to two third class cities within the taxing unit. The workbook contains a general fund, debt service fund, library fund, road and bridge fund, special road fund, noxious weed fund, six additional tax levy funds, four no-tax levy funds and one non-budgeted fund page (which can report up to five non-budgeted funds).

Township3 (excel)

The Township3 budget workbook is designed for those township with a special taxing district for street lights or fire protection of an unincorporated city. The workbook contains a general fund, debt service fund, library fund, road and bridge fund, special road fund, noxious weed fund, six additional tax levy funds, four no-tax levy funds and one non-budgeted fund page (which can report up to five non-budgeted funds).

Community College Budget Workbook

Community College (excel)

The Community College budget workbook contains several different funds required by state statute.
