UPDATED Message to Employees Regarding Payroll Tax Deferral

December 14, 2021

*On August 8, 2020 an Executive Memorandum on Deferring Payroll Tax Obligations was issued by President Trump.  The Memorandum directed the Secretary of the Treasury to issue guidance to implement the memorandum’s authorization for the deferral of the employee Federal Insurance Contributions Act (FICA) payroll tax obligation for the period of Sept. 1 – Dec. 31, 2020.

The required guidance from the Sec. of the Treasury was issued Friday, August 28th and was not available in time to impact the calculation of payroll checks dated Sept. 4, 2020.  Employees should also be aware that the Executive Memorandum only authorizes the deferral, not the elimination, of the payroll tax obligation.

At this time, the State of Kansas has not implemented any changes to payroll tax withholdings pending review and consideration of the detailed guidance issued by the Secretary of the Treasury.  We will continue to review and monitor the ongoing guidance on this topic and any updates will be distributed as needed.
