GROUP THREE (3) SCOPE - Enterprise Resource Planning (ERP)

Enterprise Resource Planning (ERP) packages and related services as described below that targets the following State-installed or potentially installed ERP packages:
Peoplesoft
SAP
CGI
SCT
Oracle Financials
Great Plains Dynamics
Tyler Technologies Muni
ERP PROCUREMENT (RFP) PROCESS/EVALUATION CONSULTANTS
Contractor will provide expert consultants to help State staff acquire ERP packages and ERP implementation services. Tasks associated with this area may include but shall not be limited to:
Validation of Requirements
Procurement strategies, processes, and documentation
Preparation of RFPs
Preparation of responses to vendor queries
Participation in Pre-proposal conference(s) and meetings
Vendor evaluation and selection (demonstrations, scripts, site visits, gap analyses, interviews, cost analyses, and recommendations)
Contract negotiations.
PROJECT MANAGEMENT AND ADMINISTRATION CONSULTANTS
Contractor will provide experienced consultants to assist State staff to manage and administer solution-based ERP contracts. Tasks associated with this area may include but shall not be limited to:
Project organization, policies, administration, planning, and oversight
Communications including project portal, team collaboration, project reporting, project documentation methodologies, and public relations
Training
Change management and issue control
Preparing and maintaining project work plan, project staffing, project budget/cost management, resource allocation and control, and time reporting
Implementation planning and cost management
Quality assurance
SUBJECT MATTER EXPERTS
Contractor will provide functional and technical subject matter experts to augment State personnel on ERP Projects. These subject matter experts will team up with their state counter-part and then work with the ERP package or implementation vendor for successful integration and implementation. Below is the list of subject matters. It is extremely important that the contractor provide experienced practitioners for each subject matter. The State agencies will NOT accept someone who has little or no working experience for the subject matter.

IT IS MANDATORY THAT THE SUBJECT MATTER EXPERTS SHALL HAVE WORKING EXPERIENCE ON THE FUNCTION. CONSULTING EXPERIENCE OR BROAD EXPERIENCE ON ERP CANNOT BE SUBSTITUTED. EXPERIENCE ON UNIQUE FUNCTIONS FOR A SPECIFIC TYPE OF STATE AGENCY (HEALTH & WELFARE, TRANSPORTATION, HIGHER EDUCATION, CRIMINAL JUSTICE, ETC) MAY ALSO BE A REQUIREMENT.
