3003 Most Economical or Advantageous Mode of Transportation

In authorizing employee travel, the agency head or designee should approve
the most economical or advantageous mode of travel and via the usually
traveled route. The most economical mode of airline travel is generally tourist
or economy class. The most economical mode of passenger train travel is
generally first-class day coach. Specific justification must be furnished with
the travel expense report submitted for reimbursement of airfare or train fare
when these classes are not used. If these classes are not available, a verifying
statement from the travel agency, airline, or passenger train company must be
furnished with the travel expense report.

An agency head or designee should assign more than one employee to a
vehicle, whenever possible, in authorizing the use of a privately owned or
state-owned conveyance.
