Job Description:

This position serves as the Program Consultant II (Job Specialist) at Ellsworth Correctional Facility (ECF) and Salina Parole Office, providing transitional job services to moderate and high-risk offenders. 

This main office for this position will be at ECF.

$41,870.40 - $56,118.40 DOE

Receives referrals from offenders/staff for moderate and high-risk offenders, working with Reentry and Unit Team staff to recruit referrals.  Screens referrals to identify those that require one-on-one work for transitional employment planning.  Assists Unit Team and Reentry staff in identifying strategies they can use to serve lower risk offenders.  For those to be served by this position, develops an employment plan, identifies steps to carry out the plan, and works with offenders towards the plan.  Helps offenders transition to the community, notifying parole and any other staff/partners as necessary to ensure the plan is continued.  The goal is sustained livable wage employment.  Uses all tools available for working with the offender, including resume/application writing, mock interviews, skills/interests assignments, and the various other job readiness tools provided through training.  Continues to develop Unit Team staff in using these tools on lower risk offenders.  Spends, on average, one day per week in the Salina Parole Office providing job readiness services there, whether or not the offender started at ECF.  Uses core correctional practices to effectively engage, motivate, and respond to behavior of offenders to help reduce risk.  Develops resources in the community to support job plans, including with workforce centers, employers, service providers, agencies to help with community identification, work clothing/tools/supplies, and other items necessary for the success of the employment plan.  Transition offenders to any resources in the community, including Job Specialists and workforce center staff.  Oversees the resource room, ensuring it is equipped, staffed, and robust.  Develop offenders, staff, volunteers, and/or mentors who will assist in the resource room.  Ensure hours are available for offenders of all risk levels to have access as needed.  Ensures information available in the resource room is current and relevant.  Tracks data on the outcome of the offenders worked with, including wage and period of employment.

Minimum Qualifications: One year of experience in planning, implementing, and monitoring activities relevant to the agency’s programs.  Education may be substituted for experience as determined relevant by the agency.

Preferred Skills and/or Qualifications:  Bachelor’s Degree with major coursework in criminal justice, social sciences, human resources, or related field, or the behavioral services, and six months of experience working with offenders in corrections or law enforcement.  Or 60 semester hours of college credit and one year of experience with programs serving offenders or other high risk/need population. 

Experience with offender population.

Experience in skills coaching.

Demonstrated abilities to engage, coach, and motivate.

Experience working with community partners, including employers.

Demonstrated organizational and communication skills.

Will be trained in Job Readiness and Core Correctional Practices.
