Job Duty Description: This position is responsible for oversight and coordination of all risk reduction and reentry (R3) programs and services at Norton Correctional Facility (NCF). This position ensures that all R3 programs and services at NCF are consistent with core correctional and evidence based practices.
Minimum Qualifications A bachelor’s degree with major coursework in criminal justice, the social sciences, the behavioral sciences, or public administration AND one year of supervisory and/or administrative/management experience in the field of corrections. Additional experience may be substituted for the required education as determined relevant by the agency.
Preferred Requirements: Independent work experience in human services assistance with three years’ experience working with adult felons or other high-risk population. Experience in case management and in developing and overseeing program delivery. Knowledge of best practice principles of risk reduction. Preferred candidate will have strong organizational and interpersonal communication skills. Problem solver.
Performance Standards: Establish a method for identifying offenders at NCF who are in need of R3 programs and services; work with unit team counselors to establish methods for ensuring completion of risk reduction/release plans for high-and moderate-high-risk/need offenders at NCF; coordinate existing R3 programs and services so that they can be accessed according to priority by the highest risk/need offenders to support the risk reduction/reentry plans of high risk/need offenders. Establish necessary policies, procedures and practices to ensure high risk/need offenders are assigned to or have access to R3 programs and services; oversee the delivery of R3 programs and services, to ensure they are consistent with statewide planning and goals, and consistent with evidence-based practices. Identify gaps in R3 programs and services at NCF and develop a plan, in cooperation with statewide R3 staff, to develop, deploy, or otherwise establish additional R3 programs and services, so additional high risk/need offenders can gain access to R3 programs and services. Work with business/job development and workforce center staff to identify additional employer-driven apprenticeships or vocational training programs to establish at NCF, and oversee those programs. Provide coaching and feedback to program providers to ensure the fidelity of programs delivered at NCF. Supervise R3 staff at NCF, co-supervise Mentoring Coordinator with NWKSCC, and oversee resource room(s), coordinating the work of all these programs, and future-established R3 programs and services, to ensure there is no duplication, and that the programs and services delivered are deployed efficiently with maximum impact. Establish data to be collected by R3 staff, in cooperation with statewide R3 staff, to track R3 programs and services delivered, and so the data can be available to determine the effectiveness, impact, and need for adjustments in the content or delivery of, R3 programs and services. Assist unit team staff through support and skills training in developing quality residence plans, effective referrals to programs and services, and in using core correctional practices/tools (EPICS) in interactions with offenders.

Selection Process: Applicants selected for interview will be evaluated by an interview panel using performance/behavior based interview questions, and possibly a performance or written test. The interview panel will make recommendations to the Warden for final approval. A second interview may be conducted. Applicants will be subject to background check and criminal history investigation; must pass a drug screen and a TB test unless promoting, transferring, or demoting from another safety sensitive position within the same agency.
