The Kansas Department of Health and Environment (KDHE) is seeking qualified candidates for the role of Deputy Secretary for Medicaid and Public Health. KDHE is a cabinet level agency in the state of Kansas. KDHE’s mission is to protect and improve the health and environment of all Kansans.

The deputy secretary will help oversee the Divisions of Public Health and Health Care Finance. This person will take a leadership role in many initiatives, like KDHE’s groundbreaking work in whole person care that includes the social determinants of health and in the development of a modular IT infrastructure for management and oversight of the Medicaid enterprise.

Key responsibilities for the deputy secretary include:

• Serving as a member of the KDHE Executive Team.
          o Takes a leadership role in a team-based management structure overseeing an organization with an annual budget in excess of $3 billion and more than 1,000 employees.
          o Interacts on a regular basis with and provides counsel to state leadership including, the Governor, Lieutenant Governor, Secretary, legislators, partner organizations, and other state, federal and local agencies.
          o Directly oversees the Division of Health Care Finance and Division of Public Health.

• Functioning as the KDHE executive lead for the Kansas Modular Medicaid System (KMMS) project. KMMS is a first in the nation modular Medicaid system that is based on a service-oriented architecture designed specifically to be cloud-based, easily upgradable, and highly expandable. The system will provide the basis for future development of a person-centered plan of service, providing the right services at the right time to the citizens of the state. KMMS will provide Kansas Medicaid and Human Services the platform for development for the foreseeable future.
         o Provide guidance and ensure adherence of all workgroups to the long-term vision for KMMS during all facets of the project.
         o Work with State and Hewlett Packard Enterprise (HPE) leadership to define possible future KMMS uses.
         o Manage relationships with project vendor and subcontractor leadership to ensure the project is both on time and on-budget.
         o Work within a team format to develop the vision for the utilization of the KMMS system as a basis for the Kansas Medicaid Enterprise (KME). KME will tie together data from the Public Health, Aging, Disability, and Medicaid programs to provide a complete view of the individual.

• Providing leadership to the Kansas Eligibility Enforcement System (KEES) project. KEES is a first in the nation Health and Human Services eligibility system that provides a highly automated eligibility determination platform.
         o Responsible for executive level oversight of the KEES project leadership.
         o Member of the project steering committee, which is responsible for overseeing the work and direction of the project.
         o Serve as state lead for vendor relationship and management related to the primary vendor (Accenture).

•  Assisting in the development of the KanCare (Kansas’ Medicaid and CHIP capitated risk-based managed care program) 2.0 request for proposal (RFP).
         o Develop an RFP that firmly establishes Kansas as a leader in the nation as it relates to managed care programs.
         o Ensure RFP and the vision for KMMS and KEES are aligned.
         o Manage RFP development contractor.
