Office of Public Affairs

Welcome to the Office of Public Affairs. The office is charged with executing internal and external communications for the Department of Administration, including contact with media, assisting with Kansas Open Records Act requests and coordinating with other agency public information officers. The agency publishes a monthly newsletter, Connected, that is distributed to all Department of Administration employees.

The office also serves as the legislative liaison between the agency and the Kansas Legislature. The office works with legislators, the governor's office and other state agencies on policy matters and provides information to help guide decisions.

South Steps FridaysIn addition, the Office of Public Affairs coordinates the annual South Steps Fridays at the Kansas Statehouse. The event, complete with live music, provided through a partnership with the University of Kansas School of Music and Reach Out Kansas, and a variety of informational displays, provides a venue for visiting the beautiful and historic Kansas Statehouse and kick off the weekend. Learn about exciting and diverse Kansas attractions and organizations. Events are held from 11 a.m. to 1 p.m. every other Friday from the end of May until early August.  The events and space for providing information booths are free of charge.

Shipman named new secretary of Department of Administration

Topeka – Gov. Sam Brownback today appointed Sarah Shipman as Secretary of Administration and expanded the responsibilities of budget director Shawn Sullivan to include implementing efficiencies across state agencies. Sarah Shipman

Shipman has been with the Department of Administration since October 2011 and has served as its Deputy Secretary and Chief Counsel since March 2014.  Shipman received her Juris Doctor from Washburn University School of Law and her bachelor’s degree from Southwestern College.  She replaces Jim Clark who announced his retirement earlier this year.  This appointment will require confirmation by the Kansas Senate. 

“Sarah is an excellent choice to lead the Department of Administration,” Brownback said. “She is deeply knowledgeable about the department’s responsibilities and understands the important role it plays in helping state government run efficiently.”

The Governor also expanded the scope of duties for budget director Shawn Sullivan to formalize his role in identifying and implementing efficiencies across state government.  Effective immediately, Sullivan’s title will be Director of Budget and Business Processes, reflecting his increased responsibility for business process improvements and developing a performance management system.

“Shawn Sullivan has done an excellent job working across state agencies to develop a sound budget that meets the needs of state government while keeping more money in the hands of hard-working Kansans,” Brownback said. “I have asked him to lead our efforts to further enhance these collaborative efforts to plan, develop and execute projects that involve multiple state agencies.”
